An Toan Khu Dinh Hoa Proposed Cultural and Historical Site
Management history An Toan Khu Dinh Hoa (Dinh Hoa Safe Area) is not listed on any government decision regarding the national Special-use Forests system. However, in 1999, an investment plan to establish a cultural and historical site at An Toan Khu Dinh Hoa was prepared and approved by Thai Nguyen Provincial People's Committee. In the same year, the establishment of a cultural and historical site management board was approved by Decision No. 3891/QD-UB of the provincial people's committee, dated 7 December 1999 (Thai Nguyen Provincial FPD in litt. 2000, 2003). An Toan Khu Dinh Hoa is included on a list of Special-use Forests to be established by the year 2010, prepared by the FPD of MARD, as an 18,690 ha cultural and historical site (FPD 2003); this list has not yet been approved by the government. According to Thai Nguyen Provincial FPD (in litt. 2003), however, the area of the proposed cultural and historical site is 10,060 ha. The proposed cultural and historical site is under the management of Thai Nguyen Provincial FPD. The management board currently has 10 members of staff, based at two guard stations (Thai Nguyen Provincial FPD in litt. 2003). Topography and hydrology The landscape of An Toan Khu Dinh Hoa proposed cultural and historical site is characterised by limestone karst, at elevations between approximately 100 and 400 m. Biodiversity values According to Thai Nguyen Provincial FPD (in litt. 2000), the site supports only 1,238 ha of natural forest. No other data are available about the biodiversity values of the site. Conservation issues A total of 40,655 people live inside the proposed cultural and historical site, and a further 7,956 people inhabit the buffer zone (Thai Nguyen Provincial FPD in litt. 2003). Thai Nguyen Provincial FPD (in litt. 2000) identify the major threat to biodiversity at the site to be loss of forest cover as a result of over-exploitation of forest resources by local people. Other documented values A cultural and historical site has been established at An Toan Khu Dinh Hoa by the provincial people's committee because the site was used as a safe area by the government of the Democratic Republic of Vietnam during the First Indochina War. Eligibility against VCF criteria The site is ineligible for VCF funding because it does not meet the criteria for supporting forest biodiversity of international importance. In addition, the site is a cultural and historical site.
