Tien Phuoc Proposed Nature Reserve
Management history Tien Phuoc is not included on any government decision or official set of proposals regarding the national Special-use Forests system (MARD 1997, FPD 2003). However, Quang Nam Provincial FPD has proposed that the site be designated as a species and habitat conservation area (a sub-category of nature reserve), on the basis of the presence of a population of Grey-shanked Douc Pygathrix cinerea. To date, an investment plan has not been prepared for the site and a management board has not been established. The preference of the provincial FPD, however, is for Tien Phuoc to be designated as a Special-use Forest but remain under the management of the district FPD, with technical support provided by the provincial FPD (Thai Truyen, Vice-director of Quang Nam Provincial FPD verbally 2003). Topography and hydrology Tien Phuoc proposed protected area is situated in south-western Tien Phuoc district, Quang Nam province. The topography of the site is hilly, although elevations are generally lower than in the main chain of the Annamite mountains to the west and south. Biodiversity values In addition to Grey-shanked Douc, Tien Phuoc is also believed to support a number of other globally threatened mammal species, including Asian Elephant Elephas maximus. Conservation issues The major conservation issue at Tien Phuoc is encroachment by local communities. The remaining forest at the site is still being converted to agriculture, and people occasionally settling within the forest, leading to human-elephant conflict (B. Long in litt. 2003). Related projects Since 2002, the WWF Vietnam Programme, in collaboration with Quang Nam Provincial FPD have been implementing an integrated programme of activities in Quang Nam province, as part of the Management of Strategic Areas for Integrated Conservation (MOSAIC) Project. As part of this project, a socio-economic assessment has been conducted at Tien Phuoc (B. Long in litt. 2003). Conservation needs assessment A conservation needs assessment has not been conducted for the site. Operational management plan An operational management plan has not been prepared for the site. Eligibility against VCF criteria The site is not currently eligible for VCF support because it is not under appropriate conservation management.
