Management history

Nui Ba Ra was included on Decision No. 194/CT of the Chairman of the Council of Ministers, dated 9 August 1986, as a 940 ha cultural and historical site (MARD 1997). Subsequently, Nui Ba Ra Cultural and Historical Site was also included on Decision No. 1556/BT of the Ministry of Culture and Information, dated 20 April 1995 (Binh Phuoc Provincial FPD in litt. 2003).

An investment plan for Nui Ba Ra Cultural and Historical Site was prepared in 1995, and approved by the former Ministry of Forestry by Official Letter No. 3267/KH-LN, dated 30 October 1995. Following the approval of the investment plan, a management board for the cultural and historical site was established by Decision No. 928/QD-UB of the former Song Be Provincial People's Committee, dated 6 March 1996 (Binh Phuoc Provincial FPD in litt. 2003).

Nui Ba Ra is included on a list of Special-use Forests to be established by the year 2010, prepared by the FPD of MARD, as a 940 ha cultural and historical site (FPD 2003); this list has not yet been approved by the government.

Topography and hydrology

The cultural and historical site is centred on Nui Ba Ra, a 723 m mountain that rises abruptly from the lowlands of southern Vietnam. The site is drained by two branches of the Dung stream, a tributary of the Be river, the major river in Binh Phuoc province.

Biodiversity values

The vegetation of Nui Ba Ra Cultural and Historical Site is degraded, and dominated by a mixed forest of bamboo and trees. The cultural and historical site has not been confirmed to support any species of international conservation concern.

Conservation issues

The cultural and historical site has been exposed to high levels of human disturbance for a prolonged period, including the construction of a television antenna on the top of Nui Ba Ra mountain. This disturbance has had serious negative impacts on wildlife populations and natural habitats at the site (Nguyen Cu verbally 2000).

According to Binh Phuoc Provincial FPD (in litt. 2003), the major threats to biodiversity at Nui Ba Ra are conversion of forest to other land uses, development of infrastructure and illegal exploitation of forest products.

Since 1996, the cultural and historical site management board has been conducting forest protection, reforestation and infrastructure development activities at the site (Binh Phuoc Provincial FPD in litt. 2003).

Other documented values

Nui Ba Ra has historical value as a revolutionary base. The site also has water catchment protection and potential ecotourism values.

Related projects

Between 1996 and 1999, the national 327 Programme was the main source of investment funding for the activities of the management board. From 2000 until the present, the national 661 Programme has replaced the 327 Programme as the most important source of investment funding (Binh Phuoc Provincial FPD in litt. 2003).

Since early 2003, an ecotourism development project has been implemented at Nui Ba Ra (Binh Phuoc Provincial FPD in litt. 2003).

Operational management plan

An operational management plan has not been prepared for the site.

Eligibility against VCF criteria

The site is ineligible for VCF funding because it does not meet the criteria for supporting forest biodiversity of international importance. In addition, the site is a cultural and historical site.
